David Pilcher offers over 35 years of strong technical background and multiple-lines experience in personal and commercial casualty insurance involving property, general liability, and workers' compensation. He is the former Risk Manager of Fullerton School District, (enrollment of 13,554 students and approximately 1500 classified and certificated personnel on 22 sites), assuming overall responsibility for the administration of the District's property, liability, and self-insured workers' compensation programs and the employee health and welfare benefits programs. He has previously served as an advisor on the Risk Management and Threat Assessment Advisory Board for Cal State Fullerton University Extended Education Program, as well as Management Trustee for the Metropolitan Employee Benefits Association, and on the Alliance of Schools for Cooperative Insurance Programs (ASCIP) Loss Control Committee. Mr. Pilcher has significant experience in litigated casualty claims case management combined with a thorough knowledge of tort liability and common law principles, workers' compensation law and the Labor Code, claims practices, underwriting, and sound risk management and loss control procedures. He has qualified as an expert witness before the Superior Court of California and the United States District Court, Central District of California, and holds several recognized professional designations, an active CA Broker/Agent and Life Agent license, and a CA Self Insurance Administrators Certificate.
